Discriminating Auto Insurance Rates There have been many issues that have been brought to the attention of the United States government which was overlooked or not taken into consideration. The cost of insurance for automobiles in the urban areas is one of those issues. The State of Wisconsin is passing a mandatory law passed by Governor Doyle, which requires all motorists to have insurance coverage starting June 1. The problem is not the law itself, it is the discrimination based upon gender, race, marital status, age, education level, and populated areas, such as certain zip codes in the inner cities that have to pay higher insurance rates. According to the Insurance Information Institute, insurers also consider local trends such as number of accidents and car thefts in areas where customers live. State Sen. Tim carpenter stated, “I don’t think good drivers should have to pay extra because other parts of the zip code, which could be miles away, may have higher crime rates or more irresponsible drivers. My bill will make sure that auto insurance premiums will be based upon the driver’s record, the years experience a driver has behind the wheel, and the miles driven, not by there zip codes.” With this new law premiums must be low enough that people can afford them and don’t end up and break the law. (Gores.1&2) Drivers in Milwaukee pay on average $1,044 in 2010, up from $979 in 2001. To people in Milwaukee, this new law is unfair. You make people in the inner city of Milwaukee pay a higher premium than those people that live in the suburbs of Milwaukee. If you looking at somebody who is moving from central Wisconsin to the inner-city, he’s going to be paying 40% to 60% more than he used to pay even with the same driving record. If the same individual moves from Waukesha to the inner-city of Milwaukee he is going to pay 25% more for the same insurance. This same scenario can be stated with cities that are outside the state of Wisconsin. The same driver with the same driving record varies for instance; a driver from Eau Claire pays $700 a year, while that same driver will pay$4,000 a year for auto insurance. Drivers in Los Angeles and Philadelphia pay more than $3,000 a year for insurance, while the same driver will pay little over $700 a year in cities such as, Burlington, VT, Dayton, OH, and Lubbock, TX.
