However, it was also a limited discovery because it merely tackled one disease and his idea was only gradually accepted by other doctors. The development of the smallpox vaccination was an important discovery because it saved many lives. Jenner observed that milkmaids who contracted the mild disease of cowpox did not seem to catch the more fatal disease of smallpox. To test his hypothesis, Jenner carried out a risky experiment on a healthy eight year old boy by collecting pus from a milkmaid infected with cowpox and transmitting it to the boy’s system via cuts on his skin. Jenner found that the boy fell ill to cowpox but after recovering, he was immune to smallpox thus the method of vaccination was born.
Edwin Chadwick was a civil servant in London who devoted his life to sanitary reform in Britain. Chadwick’s role was important in improving public health because he documented the living conditions far more accurately than ever before and thus could create suitable solutions to longstanding problems. His first significant contribution to gaining support for legislation was in 1883 when he wrote a report for the Poor Law Enquiry leading to the 1834 Poor Law. Chadwick followed this up by investigating the connection between the poor law and public health arguing that because disease caused pauperism, the prevention of this did fall to the Poor Law Guardians. The reports confirmed what had previously been found out about the connections between health and living conditions but more importantly, they suggested how improvements could be investigated.
During the Great Depression, President Roosevelt used several revolutionary tactics to heal the suffering American economy. These tactics, the providing of public service jobs, the movement for social security and the implementation of a "blanket code" for workers rights, had great success and greatly revolutionized the role of the federal government. In 1935 the Roosevelt administration created the WPA to help employ Americans for publicly funded projects such as "city beautification." There were six main reasons that led to the old Poor Law Reform to easily pass which were: a willing government, Tories were a minority, Climate change, objectors were not listened to, and a Report based on evidence collected by the commission of enquiry. However, out of the six reasons, we will discuss only two of the reasons which were; a willing Government and the fact that the Tories were a minority. The Government wanted to reduce what it was paying out to the poor hence set up a Commission of Enquiry which produced a report. The results of the report had detrimental effects to the poor. As the results of this report were very significant, three important changes to the law were made; ‘centralisation, less eligibility, and the ‘workhouse test’ which required everyone in receipt of poor relief to enter the workhouse, regardless of individual circumstances’.

The implementation of the Poor Law Amendment Act was significant in reducing the countries costs, but not as successful at changing attitudes towards the poor in the short term. The Act was preceded by the well-publicised Royal Commission of Enquiry into the operation of the Poor Laws in 1832. Prior to the Royal Commission, there had only been cosmetic changes to the poverty relief system, since the establishment of the Elizabethan Poor Law in 1601. The Elizabethan Poor Law favoured assistance and correction as forms of repression and took a laissez-faire approach towards the poor.
