Improved Reentry Program Public Policy Issues – AJS/582 Reentry into society is often difficult for criminals that have been incarcerated for several years in federal prisons. Success rate for recidivating is low because of several factors. Many times the criminal does not have the skills to succeed outside of the prison. Once on the outside, several mandatory steps should be implemented to achieve a better success rate. A prisoner should be required to have a GED before entering society. A skill and trade is the next requirement so that the criminal can support him or herself. Local businesses should be given tax incentives for hiring the ex-convict. A special division of the mental health department will assign a caseworker to follow up that the ex-convict is gainfully employed and following rules set up. This position will be coordinated with the parole or probation officers. Any ex-convict will be monitored to ensure that any outstanding monies owed for restitution, past child support, and other fees owed will be paid. The first step is to involve mayor or city manager on the local level. Since tax incentives are vital to influence businesses, a study will be conducted to see what businesses will be interested in participating. Once the study is finished and results are finalized, the city council will present the issue for a vote and once approved, the issue will be presented to the voters for approval. At this time the issue of ex-convicts rejoining society has been recognized as a problem and now is moved onto issue status. Once the city council and public vote on the issue to approve the incentives, it moves forward to the governor for his seal of approval and to be enacted.
