Unit 3 Health , Safety , and Security in Health and Social Care. HARM AND ABUSE (P1) Abuse and neglect are most commonly perpetrated by parents on children, by one partner on the other in a relationship, and by carers on vulnerable people who are unwell, frail or have developmental problems. The different types of abuse that members of vulnerable groups experience include: • Physical Abuse • Sexual Abuse • Emotional and psychological abuse • Financial exploitation • Neglect The abuse of vulnerable people in care settings is relatively rare but, regrettably, it still happens. The reasons for this can include: • Carers being too stressed • Resentment towards a vulnerable person • Prejudice and hostility • Financial dependency • Inadequate level of carer support • A failure to monitor caregivers • Lack of carer training • Isolation of the carer All of the above is shocking and difficult to accept or come to terms with, especially because the vast majority of care practitioners, parents and partners in relationships never abuse or neglect those they care for. However, the perpetrators are responsible for their actions and will not be allowed by their employers, the Police or the courts to make excuses for harming a vulnerable relative or service user. Abuse or neglect of people who use care services can be deliberate, but is more likely to occur unintentionally. This could happen when, for example, care practitioners fail to follow correct infection control procedures or produce an inappropriate care plan for an individual who is then exposed to harm. NEGLECT: failure to provide appropriate care or take care of someone. ABUSE: any form of ill-treatment. Harm can arise in a variety of ways, both intentional and unintentional.
