Human Rights have been controversial to define: Who should get rights, how to enforce the rights, what is a just right? As there could be a plethora of answers, we have one definite answer and that is that we have two categories of human rights. They are known as civil and political rights (first generation rights) and economic, social and cultural rights (second generation rights).One deals with the dignity of the human being and the latter deals with the expansion of more rights which accompany the first generation rights. In order for people to live dignified lives, they must be ensured their First generations rights. They are needed to ensure the absolute safety of humans. This is so because it is portrayed in the first clause of the International Covenant of the Civil and Political Rights which is the right to life. Second generation rights are created to support the upper class society. In order to have the Second generation rights one must have their first generation rights. Lastly, the Second Generations would not be applicable to all countries due to the diverse governments, economies and cultures. First Generation Rights were created originally, meaning that without these rights, we do not have a foundation to build off of. This foundation is needed for the construction of second generation rights, which further guarantee a human a better quality of life. As mentioned earlier, in order to have a better quality of life, one must have certain rights that enable this progress to occur. Evidently when they were made they needed to tend to the most serious of problems first, for instance, the right to life which is one of the most important rights listed in the civil and political rights.
