Is the United States a declining power? Whether or not the United States is a declining power is the topic of discussion throughout issue 4. In which Christopher Layne argues yes indeed it is and Alan W. Dowd argues the opposite. I will first summarize Layne’s argument, then move onto Dowd’s. Christopher Layne argues that the United States is a declining world power for multiple reasons. He starts off his argumentative essay with a few statistics that say Americans voted China as the economic superpower over the United States. With the Chinese economy receiving 44 percent of the votes and the United States economy receiving just 27 percent. Dowd has an entirely different view of the United States situation then does Christopher Layne. Dowd argues that the United States has fallen many times and many times it seems to have gotten back up. Dowd uses the civil war as one of his examples of Americans fortitude in rough times. He argues that the nation was in complete disarray upon the conclusion of the war, but both sides rallied and rebuilt the nation. Once the nation recovered from the rebuilding years after the war Dowd points out that America then Advanced in the so called pecking order of nations. The United States accomplished this by using military force and was aided by economic despair in Europe after the Great War. This supports his thoughts that the United States will rebound from the decline it is experiencing today. The trend of pointing out America’s fortitude persists throughout Dowd’s essay. He also mentions many other situations in which America fell and did not hesitate to get back up. Another strong argument of Dowd’s is the United States military, which he mentions is unrivaled by any other country. He refers to the United States military not only being involved in things like war but also serving humanitarian efforts and security details. Performing all while having a very small standing army and while spending only 3.5 percent of the gross domestic product, compared with 40 percent of gross domestic product used during World War II. There are many different arguments as to why or why not the United States may stay as the top dog, but the main outline is that the declinists believe that the economic situation that the United States has gotten into is irreversible and/or will lead to the United States falling back in the pecking order of the world. Which I personally find absurd because we bounced back from the great depression right? Declinists also believe countries such as China are growing too fast for the United States to keep up with or compete with. Whereas the optimist that don’t believe the United States is going to fall from grace look at the fact that the United States is undoubtedly the military superpower of the world and doing so while using only 3.5 percent of the gross domestic product. A question that popped in my mind when thinking about China’s economy growing at a rapid rate is If the United States economy fails ultimately wont the Chinese economy fail? I wonder this because if China has no country to sell all of their exports to then they will ultimately fail as
