I believe that the implementation of the 1989 West Virginia law that prohibited high school students who dropped out of high school from obtaining a driver’s license was effective. The implementation of the 1989 West Virginia law significantly lowered the high school’s dropout rate, gave high school students motivation to stay, complete and/or return to high school to complete their high school education in order to maintain, obtain, regain or receive their driver’s license; therefore giving students a higher probability at continuing on to college after completion of high school, making students capable of being more productive in their personal life, and within their community . In an article published by The New York Times that was written by B. Brummud Ayers Jr., on May 21, 1989, Mr. B. Brummud Ayers Jr. stated that “The dropout rate in West Virginia high schools has been reduced almost a third by a new attendance law that lifts the driver's licenses of students who choose dropping out over education.” The drastic reduction of students dropping out of high school after the implementation of the 1989 West Virginia law had demonstrated that by lifting driver’s license from high school students that had once dropped out of school was effective by lowering the amount of students withdrawing from…show more content…
