Social Housing sector What is homelessness and what impact does it have on the individual and the community Homelessness is when a person does not have a safe and affordable home to live in. A homeless person could be someone who does have a home, but whose home is unsafe. It is also about the lack of a stable connection to a network of friends, family and community. Homelessness has a huge effect on an individual's physical and emotional health. They are more at risk for dependence on drugs and alcohol and contracting any disease and they have no access to medicine, food and warm housing. Homeless individuals have no housing to protect them from physical violence and even rape and that can cause emotional problems and it can lead them to have behavior problems, which they can end up in jail. Also is hard for them to hold a job because they are not getting a good night sleep, no clothes to wear, no food and a place to live. Homelessness has an impact on the community by having to operate and maintain homeless support services programs, the community that complain to the government about homeless and then they adopt stricter laws, some homeless will be forced to find alternate places to live and sleep such as behind buildings, in doorways of businesses and this affect the community. What key policy changes have led to the current Western Australia social housing sector? The Supported Accommodation Assistance Program (SAAP) was the first program to support housing and homelessness. First of January 2009 SAAP was replace by The new National Affordable Housing Agreement (NAHA), it aims to ensure that all Australians have access to affordable, safe and sustainable housing that contributes to social and economic participation.
