Research paper outline: Romeo Dallaire General Romeo Dallaire defied the bystander effect as he lead many U.S. and Canadian troops to defend many of the Tutsi’s. While being outgunned and outnumbered, he still had high hopes of saving these people in their time of need. In late 1993, Dallaire served as Force Commander of UNAMIR, the ill-fated United Nations Peacekeeping force for Rwanda between 1993 and 1994, Dallaire was sent to Rwanda to stop the Genocide that was being waged by Hutu extremists against hutu and Tutsi moderates. Dallaire received his commission as the Force Commander of UNAMIR, the United Nations Assistance Mission for Rwanda. UNAMIR's objective was to assist in the implementation of the Arusha Accords. The UN attempted to negotiate with the Hutu in the Rwandan army and with Juvénal Habyarimana, a Hutu who was President at the time, and with the Tutsi represented by the rebel commander Paul Kagame, who is the President of Rwanda today. When Dallaire arrived in Rwanda, his order was to supervise the implementation of the Accords during a transitional period in which Tutsis were supposed to be given positions of power within the Hutu government. Although, something didn’t seem right, when, on January 22, 1994 A French DC-8 Aircraft landed in Kigali with ammunition and weapons for the Rwandan Armed Forces (FAR). Dallaire later found out that these weapons were planned to be used against the tutsi’s in a planned act of violence. Despite Dallaire’s telegram to the UN, Dallaire was asked to not seize the weapons, as it was believed to be out of his control. During Dallaires time in Rwanda, Hope and success seemed to have begun to become gradually a lot harder to achieve. On the night of April 6, 1994, the president of Rwanda was assassinated; his plane was systematically shot down. This major event began the slaughter of the Tutsis and Hutu
