The one important element of the Strategic Business Plan for the Delta Fire Department is “How do we get better and what direction are we going?” In order to achieve this element, a comprehensive look at all aspects of the organization and service must be discussed and proposed ways to improve the organization. A SWOT analysis will be conducted to provide valuable input into goal development. Tactics 1) Implement the short term goals (one year) set out through from the SWOT & Trends analysis. 2) Implement the long term goals (two years) set out through from the SWOT & Trends analysis. 3) Re-evaluate communication paths that encompass internal and external policies, procedures, and guidelines continually. Proposed Services Increase manning to meet the demands of the amplifying demographics of Delta. This gives the DFD the capacity to respond to all incidents to the standard set by NFPA. It is required by this standard a certain number of fire fighters must be present for specific emergency incidents. Another service proposed is the training of all fire fighters to the Emergency Medical Responder level. This is in anticipation of the possibility that the provincially run ambulance service may be allocated to each individual municipality for operations. To establish a full time fire hall in the Boundary Bay Airport area. With the closing of the volunteer fire hall at highway 99 according to NFPA standards a fire response must meet a certain time criteria. In order to accomplish a new Fire Hall will be built in the near future. “Fire service response is a complex system involving variables and constants. All emergency responses follow a timeline beginning with a discovery of an event and ending with closure or mitigation of the event. The variables arery of the event, reactions of the people involved, amount of time to react, weather conditions, and traffic conditions.
