Aim 1. This policy memo aims to provide an analysis of management problem in Sunshine Fashion and recommends solutions to solve the problem. The Problem 2. Sunshine Fashion, an integrated manufacturer and retailer, has 220 retail points throughout China. In order to manage the sales pipeline and monitor the retail points, it has set both regional and branch office and installed the ERP system. However, the employee can still take advantage of the dead zone of ERP system and information asymmetry of promoting period to cheat. This misbehavior is widely exists among the branch office and retail points, costing nearly 5% of the sales in domestic market. Moreover, local managers use the company’s money to set up their own relationship with departments stores. And then they can sell their own goods or start their own business. The lack of transparency on the manager’s bonus further reduced their loyalty. Analysis 3. The main cause of the dilemma is the improper management structure. When people don't get the rewards for the good performance and cost a little for the misbehavior, they will not trust the management. This crisis of confidence leads to the vicious circle as the sketch presented below. According to the vicious circle graph, any methods cutting down this circle would help to solve the current problem. 4. A further SWOT analysis of the Head Office is presented below. Strengths * Powerful vertically integrated organisation * Efficient supply-chain * Wide-spread retail network * System of rotating the branch managers | Weakness * Weak control of retail points * Poor effect on cooperation with local department store * Too many operational layers * Non-transparent bonus system | Opportunities * The Head Office could take advantage of the strong organizing system to enforce the management * More bargaining
