The Americans and the West felt threatened by the Russian and Communist Revolution because they feared Communism would spread to them. The revolution in Russia had been chaotic, and it taking foot in the USA would have been horrific. Communism had previously been a frightening theory, but now it had become a sudden reality. World War I was still taking place at this time, and it was 1917 that America reluctantly entered the European War. Wartime hysteria was likely to transform into post-war hysteria, which it did, this period becoming known as the Red Scare.
Both soldiers and civilians blame the defeats in the war and the growing crises on the home front on Tsar. Even the Tsars only army stated it wouldn’t support him if a revolution occurred. Stalin was worried by the idea of a successful anti-communist government in the west of Germany. Stalin who now wanted to think of a plan to stop the success of the US decided to block off the area of West Berlin. However this threat to Stalin was even harsher due to the Truman Doctrine and containment. Due to the high pressure that the US held over the Soviet Union the idea of success for the US penetrated throughout the whole of the Soviet Union and Russia. Outraged by Western plans to create an independent West Germany, Soviet forces imposed a blockade cutting off rail, highway, and water traffic between West Germany and West Berlin.
However, the breakdown in relations between the emerging superpowers during the war and the consequences of the disbandment of the Grand Alliance can be interpreted as the start of the Cold War. Tensions during wartime conferences paved the way for post-war conflict and it can be argued that as soon as the common enemy of Hitler was destroyed, the disparity in post-war aims of the superpowers led to the Cold War. The conferences of ‘the Big Thee’ at Yalta and Potsdam produced areas of tension surrounding plans for Germany and Poland, highlighting the USA fear of USSR’s expansion. Therefore Stalin’s policies for these countries can be construed as an attempt to form an ‘Eastern Bloc’, knowing this to be in complete contradiction with Western ideals for a world without spheres of influence. However, there is not much evidence to suggest the USSR’s was pursuing expansionist aims at this point, and in fact was simply securing its borders.
However, although these factors were important in contributing to the decline of the Provisional Government, it was ultimately their internal decisions, one deciding to continue fighting in the war, that lead to the failure of it. Actions made by the Provisional Government towards the continuation in the war can be the seen as the main reason for their failure in 1917. Many within the Provisional Government believed that it was Russia’s duty to stay in the war, in particular, the foreign minister, Paul Milyukov, strongly believed that Russia’s future lay with victory over Germany. This sparked conflict between the Soviet and the Provisional Government, as the Soviet only accepted the continuation of war to stop Germany taking over, where as the the Provisional Government had other aims to claim territory. This clash of aims created trouble for the government, as in April 1917 demonstrations in Petrograd began to stop the war.
