The early year’s sector consists of various forms of provision which meet the needs of babies and young children, and of their families, in a variety of ways. 2.2.
In the second half of the twentieth century, public expenditure on early year’s provisions focused on families who presented social need and difficulties. Local authority day nurseries and nursery schools catered primarily for children at risk of harm or deprivation, mostly in urban and deprived areas. Otherwise, early years provision was provided by the private sector; childminders, nannies and a few private nurseries. They were regulated by the 1948 Nurseries and Childminders Act, which was followed by the stronger Childcare Act 1989 and the Care Standards Act 2000. In the 1960s, the playgroup movement developed when parents took the initiative to set up and run provision for their own children to learn through play in village and church halls and other community facilities.
