War is a conflict between different individual countries or a conflict involving one country with enemies from different regions of the same country. Treaty of Paris 1783 Throughout history man has been pitted against his fellow man in the race for survival and dominance. The conflict continued in history to the scale of nation state versus nation state. Terrorism can be defined as, ‘The unlawful use of force or violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives.’ (FBI). Strategic Warfare can be defined by breaking it into two parts. Merriam-Webster defines Strategic as, ‘A plan of action or policy designed to achieve a major or overall aim.’ and warfare as ‘Engagement in or the activities involved in war or conflict’. Thus in essence strategic warfare is planned actions during a conflict with the aim of victory, but in context Strategic Warfare is the use of attacks, whether it be on military or civilian targets, with the aim to push the enemy into surrender. Using a variety of tactics, such as, demoralization of enemy population (Nazi Blitz of London WWII) and, embargo and seizure of materials entering a nation (British policy on goods travelling to Germany during WWI), militaries have changed the parameters and rules of war to those of a ‘Strategic’ nature.

Several militant groups still putting resistance and cause many incidences of violence, murders, killings and destruction of property in the country. All this required to be stopped, so that the humanitarian aid agencies, can resume the process of rehabilitation. It was the time when new constitution was taking place, every faction in Afghanistan must realize that any attempt by any of the factions and militant groups would again put the country in turmoil and all the sacrifices and hardships faced by the country will result in civil war. Therefore it is clear that a crucial factor in this battle was the intervention, or non-intervention, of foreign powers. This civil war turned into a total war for Spain who invested huge amounts of money, soldiers, arms and efforts as well as an international conflict that mirrored the political disputes occurring in Europe at the same time between Fascism and democracy on one hand and the opposition to godless Communism on the other. As soon as the civil war broke, a Non-intervention agreement was drafted in September of 1936, which was a joint diplomatic initiative by the governments of France and the United Kingdom to stop any foreign involvement in this domestic affair, involvement which could eventually have lead to the outbreak of a wider European war 2. At this point, foreign intervention would both lengthen and intensify the war. A Non-intervention Committee was then created to maintain this agreement and to not let Spanish issues be ignored and “submerged by bigger ideological battles taking place in Europe at the same time”3.
