The most common way to measure crime is through the law enforcement agency itself. After the agency documents the crime the information is reported to the Federal Bureau of Investigation or FBI. The FBI keeps statistical data under the Uniform Crime Reports. This information can be found on their website as well.
Uniform Crime Reporting Over time there have been multiple databases created and used by local, state, and federal law enforcement agencies in the United States. One of the first to be created was the Uniform Crime Reporting or UCR. The main function was to provide a database for storing and tracking crimes across the United States. The most important features of this system are the ability to track crime trends, create statistical analysis, connect agencies nationally, and public knowledge. The UCR Program was thought of and put into effect in 1929 by the International Association of Chiefs of Police (IACP).
Discuss approaches to profiling There are three approaches to criminal profiling; the British approach, the US approach and Geographical Profiling. The US approach is a top down approach which means they start with the big parts of the case and work down to the smaller things involved. The approach was invented by the FBI in the 1970’s when they first looked at the family backgrounds, personalities, behaviours, crimes and motives of serial killers who had sexual aspects to their crimes. They then went on to use in-depth interviews with 36 serial killers. The information they gathered from this and the FBI’s experience and intuition they developed the classification system.
Describe and Discuss Offender Profiling Douglas and Burgess (1986) define offender profiling as ‘an investigation technique by which to identify the major personality and behavioural characteristic of the offender based upon an analysis of the crime(s) he or she has committed’. Profiling began in the USA in the 1960s/1970s, when the FBI specialists were trained to infer personality and behavioural traits of an offender by detailed analysis of the way he or she committed the crime. The technique was initially devised to help narrow down the search for serial offenders in apparently motiveless cases of murder and rape. Offender profiling is also known as crime scene analysis, or criminal investigate analysis, as it involves forming hypotheses about an offender based on analysis of the crime scene, victim and existing knowledge about offender behaviour. Early work on offender profiling by the FBI indicated a broad distinction between organised offenders and disorganised offenders.
Trends in the Uniform Crime Reports from 2009-2010 UCR reports have been around for years now and are there to help manage crime rates throughout the nation. They help keep track of what crimes are being committed and document whatever information they can as regarded to race, ethnicity, age, religion, etc. Why is that? Technically there can be many different reasons for this and in the next few paragraphs I will talk about a couple of the trends I looked at and why I think they increased or decreased. While looking at these reports I also noticed that discrimination in race had a tendency to be a contribution to many of the crimes in the reports.

Well according to the learning module in chapter two, crime is measured with statistics. Those statistics are used to determine effectiveness of new laws and programs, and procedural changes. The Department of Justice uses two statistical programs to measure the magnitude, nature, and impact of crime in the Nation. The two programs the Department of Justice use are the Uniform Crime Reporting (UCR) Program and the National Crime Victimization Survey (NCVS).
Crime data’s are divided into personal/violent crimes, property crimes,’ burglary, murder, arson, and robbery (Federal Bureau of Investigation, 2010). I have decided murder to go with Los Angeles- Long Beach-Santa Ana, CA and Kansas City, MO. I also have decided to compare the murder of both. Second, In 2010 Kansas City, Mo had 5,506 total of violent crime, and City of Los Angeles had 21,484 total of violent crime("Federal Bureau Investigation ", 2010).. City of Los Angeles had more incidents out of Kansas City; Mo. City of Los Angeles had a lot of different incidents reported like: Murder and nonnegligent manslaughter, Forcible rape, robbery and aggravated assault.

The FBI releases a report called the Uniform Crime Report (UCR) The program was conceived in 1929 by the International association of Chiefs of Police. There is a yearly release of statistics that cover the entire nation. The two cities compared in this paper will be San Diego, California and Bakersfield, California and the rates of rape reported in the two cities.
It gives citizens an opportunity to search the latest information for the identity and location of known sex offenders. It lets them search for sex offenders from all 50 states, the District of Columbia, Puerto Rico, Guam, and numerous Indian tribes. The FBI laboratory is focused on solving and preventing crime with new science and technology. The first crime lab for the FBI came about in 1932. There are over 500 scientists working in the facility in Virginia.

(Cordner, 2011) The hierarchy rule means simply that if there were multiple offenses committed by an offender at the Same time then the controlling crime (the worst offense) would be reported. For example, If a suspect broke into a home, robbed a victim and assaulted another individual and then murdered Them both.
