Introduction In this essay I am going to discuss the constructions and the implications for measuring and responding to childhood needs. The government policy aims to secure the wellbeing of children, protect them from all types of harm and ensure their developmental needs are appropriately meet. Social and health services have a duty to safeguard and promote the welfare of children in their area who are in need and to promote the upbringing of such children. (Horwath 2001).The needs of a child cannot be met without considering the family and the world in which the child lives in. There is a framework based on an ecological model that provides a systematic way of analysing, understanding and recording what is happening to children and young people within their families and the wider context of the community in which they live. (Dept of Health et al 2000).The childcare Act 1989 takes a broad view of child welfare. The act stresses the importance of family support services that are designed to safeguard and promote the welfare of the child and to assist parents to bring up their children. This act recognises that for the majority of children the family is the most appropriate place for a child to be brought up. Main Body There was a guide produced in the 1990’s called ‘Undertaking a Comprehensive Assessment’ also known as the ‘Orange Book’. (Department of Health 1988). It was produced in response to concerns that were identified in enquiry reports regarding individual social work assessments, following the deaths of some children. Katz (1997) in his critique of the ‘Orange Book’ noted that the guidance provided a much needs, structured assessment framework when it was first introduced in the late 1980’s. However concerns had arisen amongst those involved in childcare practice regarding the way in which the ‘Orange Book’ was being used. An example would be that
