No. 09-1237, March 17, 2010 FACTS: The Staab Agency (“Staab”) acts as an agent for out-of-state trucking companies seeking to register trailers in Maine. Shirley St. Pierre owned all of Staab after purchasing it from its previous owner in 1991. Under her guidance, the company prospered, growing from approximately four employees and 4,000 customers in 1991 to 17 employees and 37,500 customers in 2002.
It was reformed in 1915 under the Treasury Department to the United States Coast Guard (Powers). In 1967, the Coast Guard was transferred to the Department of Transportation; later in 2002 it was transferred again to the Department of Homeland Security (Powers). The Coast Guard is the only branch of the United States Military that is not under the control of the Department of Defense. The Coast Guard is a military, multi-mission, maritime service within the Department of Homeland Security. Its core roles are to protect the public, the environment and U.S. economic and security interests against illegal immigrants in any maritime region, including international waters and America’s coasts, ports and inland waterways (Powers).
The Department of Homeland Security protects the American homeland. “Protecting the American people from terrorist threats is the reason the Department of Homeland Security (DHS) was created, and remains our highest priority” (Homeland Security). The DHS wants to keep terrorists out of America to keep America safe. The Department of Homeland Security was created in response to 9/11, on November 25, 2002. Its primary missions are to prevent terrorist Ng 2 attacks within U.S., reduce the vulnerability of the U.S. to terrorism, and to minimize the damages from natural disasters and potential attacks.

Consequently to the 9/11 attacks, the United States Government made significant modifications to what is surely considered to be one of the Countries most significant and important documents that has stood almost in tacked for over 200 years. Accordingly, our generation has earned the distinction of experiencing one of this century’s most important controversy. Therefor the debate of weather or not the Bush administration and congresses actions were un-American will go on, for possibly ever. Though no reasonable person can dispute the need to give the authorities we task with keeping our precious children safe from extremists who want nothing more than to see us dead, the tools they need to do what is seemingly an impossible job. Therefore, our modern day Jefferson’s and Franklins are guaranteed to have notched their place in history for acting so quick as to pass such big and heavy bill faster than any legislation has ever been passed before.

Combining the examination with work on civil disorders, Cooper and colleagues demonstrated the need to prepare law enforcement departments and other supporting agencies for emergencies. They presented a series of recommendations for emergency response. Although the report of the Task Force on Disorders and Terrorism is three decades old, the standards of performance it suggests remain valid, especially in the wake of September 11. The report focused on the police role in responding to terrorism.
