Australia became an independent nation on 1 January 1901. The British Parliament passed legislation allowing the six Australian colonies to govern in their own right as part of the Commonwealth of Australia. The birth of our nation is often referred to as 'federation'. This is because the Constitution created a 'federal' system of government. In December 1993 the Native Title Act put into law what the High Court's Mabo decision had ruled and made native title claims possible. In 1976, Malcolm Fraser, reintroduced a Bill, which was signed by the Governor-General of Australia on 16 December 1976. Growing Sense of Independence through Salutary Neglect The irony of Britain’s policy of Salutary Neglect was that although the goal was to maintain control of an improved America, it resulted in an opposing effect. Instead, when the British turned their back on America, it became the catalyst for the independence of the colonies. The purpose for this policy was to allow the American colonies to grow stronger on their own. The British’ inattention resulted in colonies gaining a strong sense of independence demonstrated by their implementation of Legislative Assemblies, commerce, and religion during this period of Salutary Neglect. During this phase, the colonies began developing their own government.

Despite all these differences, the colonies also had very strong reason to unity. Many agreed to conjoining colonies because it would give the opportunity for more alliance to depend on, it would help for the colonies to grow and better themselves in general. Also, they believe it would help limit the government from over power. To begin, during this time tensions with other countries were slowly tightening. One reason why was because England passed the Acts of Navigation.
This desired Constitution created a huge dispute and argument between the Federalists and the Anti-Federalists. George Washington and Thomas R. Frazier (author of a newspaper excerpt) were both federalists and supporters of the new Constitution. George believed they had errors to correct, meaning he thought that the new Constitution would fix the problems that the Articles of Confederation caused. Thomas believed they were in need of having an efficient federal government. Both federalists believed the new Constitution would help with providing protection, the general welfare of the people and enforcing the laws.
