Tombow was one of the big players in stationery, writing instrument industry. The company was founded by Harunosuke Ogawa, back in 1913, and headquartered in suburb of Tokyo. With periodic updates to its title: Cost/Schedule Control System Criteria (C/SCSC), Earned Value Management Systems Criteria (EVMSC), and the current 32 guidelines in the ANSI-748 Standard for Earned Value Management Systems (EVMS). Other governments have also followed suit as to utilizing similar criteria in the management of their acquisitions. Outside of the government, earned value can be an opportunity for a way to manage thousands of smaller projects.
