Women were another vulnerable group because they were always paid at a lower rate than men. There was no safety net for people who fell into poverty other than resorting to the ‘workhouse’ which had been established to deal with cases of extreme poverty in Trade unions had little power as the Taff Vale Incident of 1901 showed and Friendly Societies could only provide a limited amount of help. Attitudes to poverty in the early 20th century were quite unsympathetic many politicians from both the Liberal and Conservative party felt that poverty came from personal laziness. This was introduced by the Labour party, who Lewis argues have taken on the idea of ‘social investment in children’ seriously and have realised family forms are changing. The Labour party have introduced a number of laws, attempting to strengthen the family unit. They were mainly concerned on helping the social and economic position of women, for example, marital rape was made illegal in 1991 by the Labour party. The rights of children have also been improved by the labour party due to the children’s act of 1989. New right thinkers however; believe that these laws undermine the traditional male dominance in families, but many believe these new policies for women and children strengthen the family rather than weaken it.
Imagery plays an enormous part in society, as within society, imagery is everything. Shallowness, rather than depth and substance, will always be the order of the day in today's society. However much we try to obey the laws of society, and the pressures that society can bring, there is a certain inevitability about it all. People are miserable, gray, tired, and worn. They are sick of the mounting pressures put upon them; sick of working long hours for little pay, sick of obeying the law when the law is nowhere to be seen for them when they may need it the most.

The minimum wage was far lower than the livable wage, however, welfare reform was expecting people to become independent through these unlivable minimum wages. True independence with minimum wage was never a possibility and the lives of the impoverished only became more dire. Due to the low minimum wage, Ehrenreich was forced to find a second job, even with the advantage of starting with an ample sum of money. Also, like others she met that lacked welfare support, these jobs were in terrible settings. Descriptions of these settings, including no breaks, slippery floors, abundant second-hand smoke, and more, reminds one that the factories of the Industrial Revolution have returned.
