In this essay, I will evaluate the success of these programmes in their attempt to regenerate areas badly affected by urban decline. Urban decline is brought about by a number of factors including political decisions, outmigration, decline in quality of housing stock, lack of urban planning, loss of industry and an increasing concentration of low income groups. Political decisions can sometimes mean that areas are ignored for investment and therefore eventually go into decline. As areas become less desirable the skilled and wealthier population move out into more desirable areas, housing becomes of a lower quality as little money is pumped in for redevelopment. This means that the majority of people living in the area are those who cannot afford to move away.

This is due to the large number of applicants and also due to the low-income population in Berks County. I feel that the waiting lists for housing assistance should be re-opened. If these programs offer and build more public housing developments in Berks County, it will help many families that need help with housing. This will eliminate longs waiting lists.
Gentrification takes place in many areas and can affect many people through the affected community. Essentially this form of movement normally occurs in low income neighborhoods where people don’t have the means to develop and maintain their place of residency. As a result of this lack of development many promising young men and women many who grew up in the community see the possibilities that the cities could produce which they embrace full heartedly. Unfortunately as a result of this change many people may lose their jobs, homes, and complete way of living because there either too poor to take part in the change or they refuse to change creating a realm of by standards.
For example African Americans still live in sections of towns, and cities were either they cannot escape the circumstances or have been forced to live due to political or economical factors. In these certain areas the facilities may below par and they do not have the educational advantage like those who live in more affluent neighborhoods. While being isolated in these parts of towns and cities the regular family of African Americans will not seek better health facilities and the health care for these families may have poorer health then other ethnicities who live in and around better facilities. In addition to the poverty like situations the African american may be forced to utilize public transportation therefore not having reliable transportation to maintain a steady job and then must be forced to rely on the government for assistance. In the eighties and early nineties you had the negative image of gangs giving the African american a bad image.
Also, you have to have the proper paper work, such as birth certificate, social security number, and in poor countries most people never get their hands on their documents, because of government, and in some places this paper work is never even created (Alvarez 1). Also, poor housing and natural disasters can cause you to lose things of this sort. In poorer foreign countries if they get this documentation it may be the only copy of it. To be a slum a settlement must have: “Poor structural quality and durability of housing, insufficient living areas (more than three people sharing a room), lack of secure tenure, poor access to water, and lack of sanitation facilities” (“About Slums”).
