Divisional Hurdle Rates The current problem of overinvesting into value destroying projects of the riskier divisions and underinvestment into the less risky ones calls for differential costs of capital for the four divisions. To arrive at the individual hurdle rates a cost of debt of 11% and a tax rate of 40% were assumed to calculate the weighted average cost of capital.
