District of Columbia Recycling Washington, D.C. has been recycling before it became popular, that is to say, politically recycling similar issues for the past 213 years. Citizens of the District, past and present, have worked to achieve political rights, namely, self- government and national representation, but have been met with daunting obstacles. The neighborhoods throughout the District commonly link the city’s historical development to the urbanization of today. Even though, slight improvements regarding self - government and national representation have been made, housing and public safety remain ongoing issues as the District transforms from the 1800’s to the 21st century.
