Terrorism: Security Policy for Large Events Introduction Events that attract large numbers of the community take place frequently in the United States. Events like football games, concerts, festivals, fairs and parades draw large crowds and are all potential targets for terrorist attacks. Terrorist target crowded places largely because they usually have limited protective security measures and therefore afford the potential for mass fatalities and casualties. A need is there to make organized events as accessible as possible and to ensure that a welcoming atmosphere exists (National Counter Terrorism Security Office, n.d.a.). The general public has an expectation that security measures will be in place at organized events. Therefore, an organized event may take place at a location or in buildings where access control and elevated security are an unexpected and unusual feature. The Event An indoor concert, with high profile performers is being planned at the new arena and a security plan is being developed. Local law enforcement, private security firms, local business owners, contractors and arena staff are all involved in working together in testing, auditing and improving planning, and response. This team is ensuring that adequate training, information and equipment are provided to all staff and the team is putting proper procedures and competent staff in place to deal with imminent and serious danger and evacuation. The threat is not only from terrorism, but also criminal activity or fixated persons. Enhanced measures will be put in place between any protected person and a potential attacker. The team will consider extra physical protection measures such as a secure door entrance, locks and added lighting, enhanced closes circuit TV and alarms, and vehicle security.
