The pigs were the ruling group- they used propaganda to convince the other animals that their new rules were better and that the changes they were making were good ones. - use examples like the windmill, the pigs moving into the house, lying about the horse being taken away, convincing them that the pigs should rest while the other animals work, etc. and then think about why it became an issue for the other animals.
