Response Structure After the deadly attacks of September 11, 2011, the United States took security to a higher level; implementing Homeland Security for every state. Every state responds to major disasters in different ways. This is because it is rare that each state suffers from the same type of disaster. So, therefore they have different plans to handle such emergencies. According to North Dakota Human Resources (2008) "A critical incident is defined as any actual or alleged event or situation that creates a significant risk of substantial or serious harm to the physical or mental health, safety or well-being of a waiver participant (para. 1). “Since no one can predict when an incident will happen or just how bad an incident will be, Maryland’s governor Martin O’Malley came up with Maryland First Responders Interoperable Radio System Team (Maryland FIRST) on June 5, 2012” (Rector, 2012, para. 7). The Maryland FIRST is a radio system that allows all first responders to communicate with each other during a catastrophic event. Using this system allows the state to be better prepared for any type of man-made or natural disasters that happens within the state. The leaders of Maryland developed a Twelve Core Capacities for Homeland Security and choosing the deployment of an interoperable communications system as their highest of priorities. Here are the Twelve Core Capacities for Maryland’s Homeland Security: 1. The first is having interoperable communications. First responders in every county of Maryland will possess modern, interoperable radios as well as robust computer aided dispatch. These attacks took security to a new high which caused for the United States to implement a plan of protection causing each state devised a level protection. Maryland has devised several plans to ensure the safety of its citizens and information. The state has also come up with several ways of ensuring that all emergency response personnel can stay in communication with each other during an emergency situation. This paper revealed the State of Maryland’s incident and command response structure for all emergency or public service agencies.
