The concept of no-zoning may seem like an untidy approach to modern day industrialism in the United States, but Houston Texas boasts its’ ability to adopt this system. Recognized as the largest city in the United States without zoning, Houston still thrives like any other major city. Although the possibility of business locations located in odd areas is an occurrence, for the most part, there is a sense of stability. Land developers and owners serve as a form of zoning, with obvious desire to keep their business in order, they will avoid congested areas. That amendment is one major reason why zoning is not debated much today. Klein believed this was a necessary step to take to prevent any more ordinances on zonings, saying; “Zoning is a cost to the community, borne by the taxpayer. It means that those who do get the permits to go forward have to pay a premium to get their approvals. Elazar’s traditionalistic culture, although not completely dominant with this approach, the mixture still puts the state in this category. Political leaders still very conservative, abiding by traditionalistic views on rights and laws. For example the no-zoning in Houston, which is viewed as a traditionalistic approach in relation to individuals using their right for land ownership. In fact, a majority of southern states are known to reflect the traditionalistic approach. Although not all dominant, the mixed society still upholds their traditional lifestyle.
