Supplemental Nutrition Assistance Program (SNAP) Policy Analysis Strayer University Supplemental Nutrition Assistance Program (SNAP) Introduction Many Americans have trouble making ends meet each month. After paying rent, utilities, transportation, and child care, there is often little left over to buy food. The Food Stamp Program was established by federal law in 1964 and the Food Stamp Act of 1977. The Act is implemented by the Code of Federal Regulations and is overseen by the U.S. Department of Agriculture (USDA) and Food and Nutrition Services (FNS). The Food Conservation and Energy Act of 2008 renamed the Food Stamp Program the Supplemental Nutrition Assistance Program (SNAP) and renamed the Food Stamp Act of 1977…show more content…
• New guidance to States underscoring their responsibility to use the results of FNS retailer actions to investigate and penalize recipients that may have been involved in trafficking with that retailer. • New rules that expand and clarify the definition of trafficking to include abuse of container deposits and the sale of benefits. • Stronger sanctions and penalties for retailers to allow USDA to take more aggressive action against those that violate program rules and give responsible retailers a bad name. • Clear policy guidance on additional steps available to States to combat recipient trafficking. • Upgrades and enhancements to USDA's retailer surveillance system technologies to keep pace with new trafficking strategies. • Renewed partnership efforts with States to increase and improve our collective efforts against trafficking – both from the retailer side and the recipient side. • Reengineering FNS retailer management processes to increase efficiency (“USDA Announces”,…show more content…
