The importance of IS to STARS: Not only IS would benefit STARS in cutting cost and improving organizational effectiveness, but also it would evolve to generate revenue and improve business effectiveness. Mr. Khan, the new CIO, would have done a great work on his first few weeks by identifying critical issues on STARS IS. The case indicates a heavy reliance on consultants, low awareness of the importance of IS by some managers, low or absence collaboration with IT by some departments, reactionary operating mode with problems, and minimum IS planning. Each would be an area of improvement that would ultimately help STARS save more human lives. The importance of IS comes in escalating benefits (see Figure 1: Escalating Benefits of IT). First, STARS would reduce costs by automating its manual processes across all departments. Second, it would leverage investments by improving administration and finance effectiveness. Third, it would enhance patient recovery and other services by improving outward-looking. For example, better communication yields better recovering services. In other words, the more the team knows about a patient, the better they can help him or her. Forth, IS would enhance executive decision making of real-time situations. Fifth, it would reach clients and provide better understanding of their needs. Finally, IS would allow STARS to leverage partnership with key clients like hospitals and would ultimately improve its reputation. Critical Challenges for the new CIO: The low awareness of IS importance would be one of the most critical challenges facing the new CIO. Without having enough support from executive, managers, and operational levels, he would not be able to effectively implement any change.
