The compliance with the environmental legislation is reactive up until it is no longer avoidable making the unavoidable environmental problems to be approached with short term financial solutions. 1.2.2 The second approach is the bureaucratic approach which is followed by companies that have learnt that a lack of compliance with legislation can be bad for the business. These organisations are compliance-oriented and their environment management objective is in compliance with the legislation. The companies using this approach also view environmental management as a technical problem putting emphasis on the inspection training and engineering.
