John Bartlow Martin’s account of the blast indicates that Scanlan performed all required inspections and wrote detailed reports to the proper officials concerning the problems at Centralia No. 5 that ultimately led to the blast. The main issue at hand was the violation of the federal mine code for rock dusting in a dangerous dusty mine. Adequate rock dusting should have been performed to localize any explosion.
This is evident when Bulwer Lytton, author of ‘The last days of Pompeii’ had removed a skull he had discovered from Pompeii as a souvenir. The Comprehensive Environmental Response, Compensation and Liability Act, more commonly known as Superfund, was signed into law on December 11, 1980. It is designed to clean up the most polluted, complex, uncontrolled or abandoned sites contaminated by hazardous waste. It authorizes the Environmental Protection Agency (EPA) to find who contaminated these sites and compel them to clean them up. If a responsible party cannot be found the EPA is authorized to clean up the site on it’s own utilizing funds from a specially set up trust. Celebrating it’s 30 years in operation the “Superfund” has completed construction of clean up remedies on 67.5% of sites on the National Priorities List.

There are a number of imperative factors an archaeologist must acknowledge prior to excavation that will affect the nature and outcome of his work. In accordance with a continuous debate on the most appropriate strategies to be adopted when excavating, this essay will determine the assets and drawbacks in using non-intrusive archaeological reconnaissance methods against excavation techniques. Traditionally fieldwork was seen almost exclusively in terms of the discovery and excavation of sites (Renfrew and Bahn, 2008: 73).
