Consulting Project Plan MGT 527 December 23, 2013 Melissa Kennedy Consulting Project Plan The Postal Service is in dire financial problems. As such it needs to reduce expense in order to survive. One of its main problems is its Congressional mandate that it pre-fund the Retiree Health Benefits system (RHB) for future retirees to the tune of around $5.5 billion annually. This mandate has forced the Postal Service to be in financial problems since it was first mandated. In the past two years the service has been defunct in its payment to the tune of $11 billion dollars. No other organization, private or government owned has this requirement. The real underlying problem here is not the Postal Service’s inability to reduce expense but Congressional inaction to address Pre-retiree health care coverage which is causing the Postal service to post loss of revenue for the past couple of years. This inaction has hindered the Postal Service’s plans to reform, and become profitable. By understanding the problem one can see that it is not the Postal Service fault for losing revenue. As such a weeklong discussion with Congressional leaders, Postmaster General and Postal managers is required. The main topic of conversation will be what to do with the RHB mandate. There will be no other discussion concerning raising prices, closing offices or ending Saturday delivery. This forces all parties involve to make a decision instead of passing the buck around. A one on one approach is essential here so a decision can be made. Phone conversations, emails and other in-personal approaches do not convey the seriousness of this problem and as such should be kept to a minimum. Communications with the parties involved should be conducted on a daily basis until Congressional leaders take some decisive
