Instructional Design Analysis – Learner Analysis 1 Summary of Instructional Problem When a student is identified as seriously emotionally disturbed (SED) in the secondary years of their academic career - many times the student cannot read on grade-level, compute simple math computations, or perform at the level necessary for on grade-level performance in any academic subject. Emotionally disturbed students have learned to cope differently in the academic environment. Out of 279 students in the 7th grade at Calhoun Middle School, approximately 10% of students have been identified as SED; with 22% of the students being identified as SED after starting middle school in the 6th grade (Pierce, D. The teacher must be fully certified in the State of Texas. In order to be certified, individuals must have completed a Bachelor’s degree from an accredited university and then by able to demonstrate competency in the core academic subject area they are teaching by passing the corresponding TExES certification exam (How to Become a Teacher in Texas, 2005). Special education teachers must be certified as a special education teacher, as required by the December 3, 2004, reauthorization of IDEA (Texas Education Agency, 2010). It is the responsibility of the LEA (Local Education Agency) to establish which teachers are required to Instructional Design Analysis – Learner Analysis 4 meet the highly qualified teacher requirements based on individual job responsibilities. The Texas Education Agency does not make the determination. Highly qualified teacher determinations are documented and records are kept by the LEA. (Texas Education Agency, 2010).
