Health, Safety & Welfare Task 1 - Roles & Responsibilities 1. Identify the persons who are responsible for Health & Safety on the project described above. Employers – ‘Client’ or owner of the project. Employers are responsible for ensuring that: They are providing all the necessary resources to complete the project as well as allowing enough time & expense to complete the project safely. Only sufficiently competent personnel are sought and employed, ensuring personnel is of a sufficient level to complete the project safely & efficiently. Any Construction does not commence until a Health & Safety Plan is implemented. A Health and Safety file is easily available to all whom require it for inspection or guidance. Where appropriate, a Planning Supervisor is employed. Adequate enquiries have been made into the land/premises being developed, and passed on to the Planning Supervisor. Planning Supervisor – ‘In-House Architects’ are likely to take up this role in co-ordinance with the assistant site manager/principle contractor. Planning Supervisors are responsible for: Coordinating all of the Health & Safety aspects required at the design and planning stage of the project. Establish early stages of Health & Safety Plan. Advise Client on the resources made available to the ‘Principal Contractor’. Ensure that a Health & Safety File is created and given to the client on completion of the project. Principal Contractor – ‘Assistant Site Manager’ will be responsible for many of these tasks by direction from the ‘In-House Architect’. A Principal Contractor’s roles & responsibilities are: Work closely with Planning Supervisor Exclude ANY Unauthorised personnel from site. Develop a Health & Safety Plan Organise any site contractors to ensure compliance with Health & Safety Plan. Provide information and training of employees and self-employed about Health &
