With these improvements comes the fact that our prisons are too small for the amount of people that are being put in jail, this includes county, state, as well as federal. We can also blame our overpopulation on the fact that crime rates fluctuate such as what we are seeing in our country now. With a bad economy comes more crime, people get desperate in times of need and will do whatever it takes to put food on the table or pay the bills to have a roof over their heads. Another negative aspect of overpopulating our prison system is the fact that the tax payer gets stuck with the larger bills to house these inmates. Overcrowding of our prisons is a bad situation that will continue to get worse unless our government figures out a solution.
My opinion is that I feel if someone is arrested for a non-violent crime they should be treated differently as far as consequences go for many reasons. First of all it costs us, the tax payers a huge amount of money to send someone to prison and the jails and prisons are already so overcrowded and out of control to begin with. We live in a society where crime is very high due to many reasons such as the economy, being poor and desperate and lack of jobs. Breaking the law is breaking the law and committing a crime is just that, committing a crime. There has to be a consequence for breaking laws and committing crimes for anyone.
The imprisonment rate in the United States is ridiculous. People are being incarcerated for petty crimes that do not even deserve the time to sit in prison. In other words, America is spending more money on supervision and incarceration for inmates and former inmates when they really do not have the necessary funds to do so. In 1980, there were 1.84 million people under some form of correctional observation, 30 years later, more than 7.5 million people were incarcerated, and that was a 5.66 million difference.
On the other hand, some would disagree and argue that the cause of homelessness is because the economy is bad. Every time the economy goes south, the cost of living remains the same or goes up. For example, when the economy is bad, a large number of people always lose their jobs. With job loss, there is always the threat of becoming homeless if they cannot find another job

Money is spent on the rehabilitation of all inmates and time, but it will affect both the prison and the public in ways we cannot count, like the inmate receives the information and if he or she used it that is good, but if the inmates just brush it aside and go back to the ways of the old habits the money is wasted and cannot make up the money spent on the inmates. The state would ask for more money and because of the increase to of inmates coming in to the jail system, and rising coat to rehabilitate each one. Recommendations would be that most of the inmates that received counseling came back to jail should pay back the state for the monies used try to and rehabilitate the person so as to make it clear that this is what will happen if he or she fails then most of the inmates will think twice before coming back to jail. Parole for an inmate has exhibits a change and that he or she has been good during his or her stay in jail. After a certain amount of time has been served the inmate can come up for parole and if the board believes that he or she has made a change then they could make parole and be release early but if he or she does something bad, they will go back to jail and Finnish out their
Some policies allow law enforcement to base certain behaviors just on the difference in culture, race and social class. By communicating with those within the community, law enforcement is able to educated citizens on certain policies and how or why they enforce laws and why it is important. Programs within the communities also allow citizens to educate themselves on the criminal justice process and apply this knowledge to their everyday life to assist with enforcing the law. Once individuals are able to understand how the criminal justice process works then they will not feel targeted and will feel better protected in their community. There are various programs that are designed to assist with teaching those within the community how policies are enforced and how the community can take part in enforcing these policies.

Many may argue that the falling economy and the wealthy not wanting to share their shares is to blame for the raising rates of poverty here in the states. Poverty of course, has a lot to do with money and income but underneath that it is has a deeper story. Stories of how different people are suffering from it and how they are managing to live day by day. It almost seems as if it’s a foreign nation of its own and you only understand the concepts if you are in it.
