This is a problem due to the amount of finance needed to support them on this scale, meaning there is less money for other sectors such as education. As people are living longer, this care is required for longer, which causes the dependency ratio the rise. The dependency ratio is the relationship between the proportion of the population who are working and those who are dependent or not working. As the ageing population continues to grow, the dependency ratio will continue to rise and there the ratio of workers to dependents in unbalanced.
This will encourage development in those favoured rather than the others. This means that eventually there will be a group of highly developed cities and a group of the complete opposite. The concentration of low-income people and new immigrants in a city can also lead to urban decay because of poverty. The residents are looking for easy access to work. Urban decline is brought about by a number of factors including political decisions, outmigration, decline in quality of housing stock, lack of urban planning, loss of industry and an increasing concentration of low income groups. Political decisions can sometimes mean that areas are ignored for investment and therefore eventually go into decline. As areas become less desirable the skilled and wealthier population move out into more desirable areas, housing becomes of a lower quality as little money is pumped in for redevelopment. This means that the majority of people living in the area are those who cannot afford to move away.
Recession- The recession is an opposite of boom stage. The unemployment increase, most of firms are losing confidence and stops invest or expand. They may change their planning and started to survive. The customers are likely to save money then spend and the percentages of loans are high and may increase. Individuals are losing jobs and the government have to spend more money of benefits.
Causes Analysis: As to external issues, there are mainly three reasons causing overall industry downturn. House prices will be affected not only because of the increase in supply of houses but also due to the fact that having the ‘green belt land’ near to the area, means house prices would be higher, as the area is more desirable to potential house buyers with this land nearby, but with urbanisation of this land, then house prices will decrease. This land may be a big tourist attraction to the local area and in losing this land, money from the tourism may be lost, jobs may be lost and the local environment will be effected, not only on plants and animals but on people as well. If the land was a national park, then where the area may have received lots of money in tourism, this will be lost as people won’t be visiting the area if it is just houses, this would affect the local economy. Jobs in looking after the area will be lost, for example park wardens and people working in information centres & visitor shops will be put out of jobs and may struggle to find a new job, if they don’t have experience in building or labouring.

Less money goes to education, health care, and building facilities. When education is affected, it results in more people becoming un-skilled workers.
