Staffing Plan Paper MGT/431 September 19, 2011 Staffing Plan Paper The Sayer Police Department, Raleigh, North Carolina, has a high employee retention rate within the patrol squads. Currently the department consists of three Bureaus: Administration, Patrol, and Service. The Chief of Police believes the high turnover rate stems from a lack of career advancement and low pay increases. In this paper the subject to discuss is a staffing development plan for the Zebulon Police Department. The primary focus of the plan will be to recruit new hires for the patrol squad and to develop a career path for the officers. The next step is completing an application by visiting the office in person or finding an application online by visiting the company website under Human Resources. Also departments can advertise for entry-level positions through local newspapers, community organizations, and educational institutions. To recruit new applicants the Zebulon Police department is using the strategies according to Koper (2004), “Offering improved pay and benefits, recruiting officers with the right skills for community policing, changing job roles to enhance officers’ satisfaction, and improving career development” (p. 5). In 2005, entry-level salary for an officer was $31,000. Today the entry-level salary for an officer is $35,000. A typical pay increase is between three and five percent. Of course, city budgets as well as the economy will affect future pay increases. To become a police officer, special skills such as excellent communication, good judgment and decision-making, and keen listening are necessary. Police officers must also be in good physical condition, possessing strength, good vision, and good eye-hand coordination.
