Local mafia leaders, themselves persecuted under Fascism, were well placed to grab power at local level in Sicily when WWII ended. The mafia set out to re-organise its activities in the immediate post-war years. However, an important factor in the growing strength of the mafia in the period from the end of the Second World War up until the 1990s was its political relation with the Italian state. The modernization of southern Italy and Sicily meant that the state became stronger and the mafia lost many of the functions that it had performed in the old rural society. The Christian Democrats, the Communists, and the Socialists became the leading political parties in the country. There was industrial growth and agricultural reform. Italy also witnessed great recovery in its economy, especially with industrial expansion and better living standards for its citizens.
