The origins of the scandal date back to the popular conservation legislation of presidents Theodore Roosevelt, William Taft and Woodrow Wilson, in relation to the creation of naval petroleum reserves in Wyoming and California. The first two of these naval oil fields, Elk Hills and Buena Vista Hills were located in California. The third was located in Teapot Dome in Wyoming, so named due to the rock formation that resembled a teapot that was located above the reserve. These three oil reserves were tracts of public land that were allocated by previous presidents to be emergency underground supplies to be used by the United States Navy only when the regular oil supplies
