In Goldsboro, North Carolina in 1990, there were three different crimes committed by an unknown attacker that was named the “Night Stalker”. In March an elderly woman was brutally raped and almost murdered, but her daughter came home early and the attacker fled the scene and left materials behind that would have been used to burn the house down in order to cover up the crime. In July, a second elderly woman was raped and murdered, and in October, a third woman was raped and stabbed to death and her husband was also murdered. The house was set on fire, but fire and rescue were able to get the bodies out before the house was totally destroyed. Anthony Edward Sowell, also known as The Imperial Avenue Killer or The Cleveland Strangler, born August 19, 1959, is a 53 year old serial killer. He has been convicted, charged and sentenced to death for the murder of 11 women. Sowell also served in the military. In 1989 was Anthony’s first, that the police know of, attempt to try to rape and kill a woman. Then in 2007, is what the police believe, Sowell started killing the women he brought back to his home on Imperial Avenue.
He was said to be too unfit to stand trial because of his mental state. He told police he dug up the women and killed the owner because he was in a haze. In 1968 Ed’s doctor determined he was insane enough to stand trial on November 14 1968 he went on trial for the murders. The trial lasted a week and he was found guilty of first degree murder by reason of insanity and spent the rest of his life in a mental hospital where he died of respiratory failure, cardiovascular disease. As awful as Ed Gein was, some look at him at as a hero.
However bureaucracy characteristics were first formulated systematically by Max Weber, who saw in the bureaucratic organization a highly developed division of labour, authority based on administrative rules rather than personal allegiance or social custom, and a “rational” and impersonal institution whose members function more as “offices” than as individuals. The term bureaucracy in terms of an organization and management functions refers to the following six characteristics that was coined out by Weber they are as follows: • Management by rules. A bureaucracy follows a consistent set of rules that control the functions of the organization. Management controls the lower levels of the organization's hierarchy by applying established rules in a consistent and predictable manner. • Division of labor.
Bureaucracies are formed in a hierarchal structure of authority in which commands flow downward and information flows upward. Weber noted additional features of rational bureaucracies that are simple extensions of the five already outlined. To ensure expert management, appointment and promotion are based on merit rather than favouritism and these appointed treat their positions as full time primary careers. Furthermore, Weber stressed that rational bureaucracies must be managed in accordance with carefully developed rules and principles and that decisions must be recorded so that rules can be reviewed. Only with those rules can the activities of hundreds of managers at different levels in the organization be predicted and co-ordinated.
