Thus, these political, economic and social factors all contributed to the reasons why the Articles of Confederation couldn’t provide an effective form of government. Firstly for the economic reason, The Articles of Confederation failed to provide a solid money system to ensure that taxes would be paid or to protect commerce. Congress had no way to collect taxes to pay off pre-war debts. On Feburary 27 , 1783 , a delagate from Virginia named Jospeh WJones wrote a letter to George Washington explaining that those serving the army were unable to recieve the justice that they deserve , because Congress' inability to meet their request for bonuses and back-pay , which truly reflected the horrible diposition and debt that the United states' economy was in after the war. Tresury Secretary Alexander Hamilton urged Congress to have the federal government pay off its debts at face value. This controversy resulted in massive disputes over boundaries between states, and these arguments were not easily resolved at all, due to the lack of a judicial or an executive branch in the Articles of Confederation. Without a central judicial court to work out national quarrels and determine the boundaries of a state, the central government that consisted solely on Congress, could only plead that states make compromises about their western claims. Unsurprisingly, the suggestions of Congress did little to persuade the states to give up their important lands. No one was able to mediate this disagreement. The Articles failure became evident when congressmen were unable to provide funding for their state. After we had just fought a war on taxes, each individual state needed to find a way to receive support from their citizens. Even if congress instituted taxes, many citizens refused to pay any kind of money to the state government because there was no national government to enforce that they were required to. Congress could not forcibly push the need for money on their people, so the population of that state was able to withhold money and force the congress to follow their demands.
Articles of Confederation DBQ During the “Critical Period” from 1781 to 1789, the United States, governed under the unstable Articles of Confederation, established a foundation for democracy, though a shaky foundation at that. The budding nation, with its high principles of equality, liberty, and above all unity, was created as a loose confederation of independent states. The Articles of Confederation, written with these common tenets in mind, provided a federal government with Congress as the dominant body of central authority. However, after independence, colonists feared another despotic regime attempting to compromise on individual and states’ rights and were thus wary of granting any “unnecessary” power to the central government. As a result, no counterbalance of executive or judicial power existed at the national level, and the Articles of Confederation, drafted with the intent of limiting the power of central government, created one without adequate power to govern effectively.
The constitution created a more stabilzed federal government and giving rights and power to the central government. Congress had some weaknessess in the Articles of confederation that consisted of having no power to coin money, therefore each stay had to develop its own currency. Another weakness was that congress was unable to negotiate their interstate and foreign commerce. Some of the steates had refused topay for the goods that they had purchased from abroad. More weaknessed were that congress was unable to impose taxes.
A balance of trade deficit began to occur. The cost of government, including the military and welfare, became burdensome.Class economic warfare broke out between the rich and poor.Parts of the empire were not taxed whileothers were overtaxed. The colonial war becomes a wider war. The American Revolution was more of an accelerated evolution than a revolution. The continental congress of 1776 called colonies to draft new constitutions. Massachusetts contributed one new thing when it called a special convention to draft its constitution and made it so that the constitution could only be changed through another specially called constitutional convention. Many states had bill of rights and also required to have annual election of legislators.
DEA overlapped with the Treasury and the role of Chancellor, Callaghan and Wilson didn’t know who to listen to, this resulted in Brown/DEA in competition with Chancellor Callaghan and the treasury. This problem worsened as Brown was impulsive and lacked consistency (drink problem). Brown came up with National Plan, this created in unison with trade unions and industry but did not have support of united government. Potential third problem was that Wilson was trying to keep everyone happy rather than pick best team for the job and this resulted in the DEA being ineffective and not helping the economy at
The problem with this was that the allies had slow growing post war economies, this meant that they had little money to repay their war debts with and many of the nations disagreed that they should have to repay the loan at all, as the war had been in everybody’s interest and the money they had spent had helped the united states to prosper. The two ways that the allies could repay the US were with Gold reserves or with increased exports to America. Neither of these were appropriate, the allies needed gold reserves to support their faltering currencies and they were unable to build up a trade surplus with the states because of their extensive protectionism measures including the … tariff. The main problem, that countries, such as the UK, had, stemmed from re-joining the gold standard. This was a way of doing international trade and was an early exchange rate system, it used gold as a bases to convert currency and later included strong currencies such as the pound and the dollar.
