Research Proposal: Part 1 Shelly Collins CJA/334 1/30/2014 Susan Wind Research Proposal: Part 1 Arrest rates of young individuals rose between 1983 to 1993. The major rise of the numbers of criminal activity, in which was committed by young individuals, made Congress realize they had to do something. Congress, along with the state legislatures agreed to pass new laws, which included gun control laws, made boot camps mandatory, as well as considering children of at least ten years of age, to be considered into the adult criminal court system, instead of the juvenile justice system. After the starting of these laws, the declining of arrest rates started in the 1990’s, which eventually rose slightly by 1999. There were several measures that helped with watching for youth violence, but the results were always different.
The youth gang homicides have increased since 1980 dramatically. This is mainly due to a series of escalating confrontations between or inside gangs as well as access to and use of firearms. The disagreements usually involve a gang member recruitment, impulsive and emotional defense of one’s identity as a gang member, turf protection and expansion, defending the honor of the gang, drug wars, and trivial events of a confrontational nature. The gangs will go back and forth egging each other until someone is killed creating a loop in which one killing justifies another. Female gang and crime involvement are also increasing.
Inmates Involved in Drug Abuse are on the Rise Drug abuse and addiction have, for all intents and purposes, changed the landscape of the prison populations in the United States. We consume two-thirds of the world’s illegal drugs and embody twenty-five percent of the world’s prison population. In the decade between 1996 and 2006, the population in the U.S. increased by 12.5 percent. While the percentage of incarcerated adults rose by 32.8 percent during that period, the percentage of inmates involved in drugs increased even more quickly, by 43.2 percent (CASAColumbia, 2010). One factor contributing to the continuous growth of substance abusers in the prison population is drug misuse and addiction.
According to data from the United States and other industrialized countries, property and violent crime rise rapidly in the teenage years to a peak at about ages 16 and 18, respectively, with a decline thereafter until old age (Hirschi & Gottfredson 1983, Farrington 1986, Flanagan & Maguire 1990)”. Many people are likely to be the victim of a crime at some time in their life for example: car theft, electronic thefts or serious cases, a rape or murder. Many people who do not become victims and the people who do will be the criminals of crime. Crime seems to commonly be motivated by drug use and the need to purchase illegal drugs. At the same time, the increase of adults including many young people, are most likely get involved in regular drug use.
The extent of gangs/drugs A proliferation in gangs will also mean a growth in drug and violence in our community’s and threatening society in general. There are more than 731,000 active gang members in the United States, most of which are active with drug distribution. Gangs will and have shown themselves notorious and without regard to society and family. Street gangs employ violence to control drug activities and even targeting local businesses with extortion. Violence ensures that members adhere to the gang’s code of conduct.
However, alcohol is a different story. Alcohol crime rate is always on the rise every year from driving under the influence of alcohol, domestic violence and murders. An issue on alcohol is people can drink until they vomit. Minorities in high school to adults in college suffer alcohol poisoning and commit crimes such as robberies, domestic violence, drunk driving, public intoxication, assault charges, and other crimes. According to former Seattle Washington Police Chief Norm Stamper PhD, “From beat cop to police chief, I saw ample evidence of the harm caused by

The absolute main reason for UACs for crossing into the United States would be the growing amount of crime and violence within their home countries. “According to a 2011 report by the United Nations, homicide rates increased -- in some cases more than doubling -- in five out of eight countries in Central America over the previous five years” (Millman). The breakdown of law and the blurred line of government and crime have and are causing many UACs to flee their home
