Through sweeping technological advances in cell phones, Internet, and media outlets, citizens are fast becoming aware of the operating procedures and practices of law enforcement personnel throughout the country, and the world. The current IA process is open to scrutiny by officers as it was developed to implement a professional standard of conduct. This is due to the prior actions of officers and the need of the department to rectify its “Bad Boy” image with the public. The IA policy was intended to ensure professionalism and standards of conduct between officers and citizens, while at the same time maintaining the integrity of police work. However, the current IA policy of the AVPD is no longer serving its intended purpose. The department’s underlying issues with the development of this old policy have been handled, and changes in Arizona laws regarding officer’s rights, combined with the civilian IA investigators going on “fishing expeditions” just to find errors in performance have led to the need for change in the IA process. The Chief of Police, during this communication, also has the opportunity to receive input allowing employees a sense of buy in as their questions are being answered. Communicating the need for change due to new laws and officer concerns while promoting sergeants on a rotational basis to the head of IA investigations will ensure effective implementation of the change
