The City of New Prospect faced the problem of improving the effectiveness of its housing and neighborhood servicing programs against the backdrop of forecasted declines in local incomes and long-standing dissatisfaction with responsiveness among the citizens. The ineffective provision of low income housing and failure to improve housing standards had been identified as a problem. As a result, the city council has elected to privatize the Community Development Department’s housing and neighborhood service responsibilities through a process of competitive bidding. The budget for these functions was $4.8million. There four bidders were Schulte’s Homes, La Lucha, Community Development Department and Neighborhood Network, with various level of experience, budgets and action plans. In this memo, I am going to evaluate how to evaluate the four bids from the perspective of city manager. Bish and Ostrom pointed out that government organizations operating under monopoly conditions will have little incentive to innovate or reduce costs. In the case, Schulte may face a learning curve as they attempt to development management practices for services they have not previously provided. Similarly, for La Lucha, it is likely that program costs will inflate over time as they expand their team and shore up the capacity. Conversely, Neighborhood Networks is the most expensive bid. However, its experience and capacity, as well as the demonstrated ability to increase revenue through offering individual/ corporate donors a tax-off, implies that it may not have the same potential budget control crisis as the first two
