20/10/12 YUAN GAO What is human resource management? 1. The definition of human resource management Nowadays, sources are very essential to organizations. Human resource, as an important part of organizations’ sources, has been increasingly valued by organizations and became one of the key factors of the development and success of organizations. The concept of human resource was fist presented by Peter F. Drucker (1954) in his book named The Practice of Management. Since then, human resource and human resource management has studied by scholars and managers. However, the term of human resource management, despite its popularity, has no universally agreed definition until now. Storey (1995) defined human resource management as a distinctive approach to employment management which seeks to achieve competitive advantage through the strategic deployment of a highly committed and capable workforce using an array of cultural, structural and personnel techniques. A broader definition, which is on the right lines but is arguably a little too broad, was provided by Boxall and Purcell (2000), which was human resource management includes anything and everything associated with the management of employment relationship in the firm, human resource management is not solely associated with a high-commitment model of labour management or with any particular ideology or style of management. Kaufman (2001) believed that human resource management can usefully be defined in a generic sense as an approach that it differs from employee relations in its dominant interest in management practice which tends to ignore employee interests. Human resource management as a subject of study assumes that the interests of employees and employers will coincide and is preoccupied with the end goal of organizational effectiveness that marginalizes the interests of other stakeholders.
