Former Deputy Prime Minister, the Hon Dr Michael Cullen said, “One thing that does seem to be largely accepted is that the current incumbent should be allowed to live out her time as Queen of England”. This largely accurate statement is not only dependent on the state of our current queen, but also by the government in office. In this essay I will discuss the prospect of New Zealand holding a referendum on a becoming a republic during the next ten years. A referendum is “the process or principle of referring an important political question to be decided by a general vote of the entire electorate.” The current constitutional structure of this State requires us to have a Head of State, the Queen of New Zealand; with her representative being the Governor General. However, despite the growing support for the republic movement, it seems unlikely that New Zealand will hold a referendum on becoming a republic in the next ten years. As said by the New Zealand Republic movement, “A republic is a country where the supreme power of the state is dependent on the consent of the citizens it governs.” It must be noted that if a referendum regarding republicanism were to take place in New Zealand, it would not have any binding effect on the government in office.

What has been acknowledged by more conservative political parties is that any elected government in the next decade will be reliant on the death of Queen Elizabeth II to formally make New Zealand a republic and to even consider the change. However, there is an option for any government to undergo a referendum in anticipation of her death so New Zealand does not endure any unnecessary pressure once Prince Charles becomes King. While this seems unlikely based on the current political climate, the first reading of Green Member of Parliament, Keith Locke’s Head of State Referenda Bill was voted down by parliament 68-53, indicating a integral support base amongst many parties.
