Both the Imperial Rome and Han China had strong central governments that allowed them to rule over large cities. They had forms of bureaucracy that helped them sustain political control. Both of these empires needed protection and a military to gain political control. These two empires had very strong centralized governments. As a result this they could both rule over large areas. Imperial Rome ruled over 3.4 million square miles with a population of 55 million while Han China ruled over 1.5 million square miles with a population of 60 million.
