He began shifting the Department’s strategy from a reactive, efforts-based approach to a proactive, results-based approach. He focused on preventing crime before it began by sending more officers out on patrol rather than having officers sit in offices waiting to respond to 911 calls. He followed the “broken windows” theory and his police force went after “quality of life” misdemeanors with the belief that enforcing such misdemeanors would lead to a reduction in more serious crimes as well. In addition to pushing officers to be more proactive in the fight against crime, he introduced new performance measures that monitored managers’ plans for action and such action’s results. Prior to these measures, and in other police organizations across the country, work had been gauged in terms of effort (e.g., how many 911 calls were answered).
Then, I will state how the public services and third sector organisation support the victims and witnesses. Furthermore, I will then analyze the strategies/approaches that I have stated from above and will give examples to each different approach of different public services. (Clark, 2013). Although shock incarceration is a better solution then adult prisons, it has been criticized over its incidents involving abuse of inmates by staff. (Cullen, 2012) Punishment and rehabilitation are a major part of the criminal justice system and will be effective in controlling crime if there is a way to incorporate the two factors to work together. Punishing and following up with rehabilitation through community supervision can help prevent crime.
The people of Manchester understood this and knew that if they did not take action their city would not make it under these circumstances. The community began to attempt to solve problems themselves and teamed with law enforcement officials to make this happen. In this paper an attempt will be made to delve briefly into the efforts of the community as they teamed with local law enforcement to create an initiative that was successful as the community attempted to solve their problem. The drug problem in Manchester had grown to the point where each person that was individually met had someone in his or her family or knew someone close that was addicted. Crime was up, petty crimes of theft and simple assaults were up, crimes of murder had risen, and the city was desperate.
Prevailing Theories of Crime Control The prevailing theories of crime control are allowing police officers to have more authority and seek more help for the victim among the societies. The crime model itself states that if the police make an arrest and a prosecutor files criminal charges, then the accused individual should be presumed guilty because the fact-finding of police and prosecutors is highly reliable. With that being said crime is always going to be around. The crime model seeks more detention centers for suspects. The crime control model reflects conservative values to ensure that communities are safe and receive all the help necessary.
In order to make it aware to the community that offenders have been punished, sentencing makes it clear that punishment is occurring. It has been recognized by the courts that deterrence is considered one of the main purposes of criminal punishment. Corporate crime is taken seriously because it is not only hard to detect as well as it causes harm or loss in some way to the public.
