Monbarren MSA585 Emergency, Disaster, and Contingency Planning February 19, 2013 Professor Steven McNally Southwestern College Professional Studies Abstract Recent events, both natural and man-made, have threatened the United States with loss of life and property. These events have shown how easily civilian first responders can be overwhelmed by large natural disasters or terror attacks and the continued need for military assets to be readily available to assist in life saving operations. It is important for the military to maintain this capability to respond to a broad range of emergencies, and also important for civil authorities to know these assets are available should they be called upon. Not only must there be a thorough understanding of the procedures necessary to request these forces, but also of the proper way to integrate them with local, state, and federal responders into the required missions utilizing the National response Framework and the National Incident Management System. Since 1953 the number of Presidential disaster declarations issued each year has steadily increased. For example, the average number of major disaster declarations issued from 1960 to 1969 was roughly 18 per year. In contrast, the average number of major disaster declarations issued from 2000 to 2009 was 56 per year. The highest number was declared in 2011, with 99 major disaster declarations [
