420 It is deemed that 420 is a specific time or date wherein one gets high, but is generally related and known to be the consumption of weed, cannabis, or marijuana. To society, this is a topic that usually isn’t appropriate to discuss. In fact, even the Barangay officials situated in Summitville Subdivision, Muntinlupa City cannot even begin to talk about it. Where do boys go when the whole subdivision is asleep? They’re all expected to be asleep as well. In Summitville Subdivision, when everyone else is asleep, some of them leave their beds and roam the streets. Talking about problems in Summitville Subdivision, barangay officials do not have anything to address. According to Ms. Marcel, an appointed kagawad in the said subdivision, the only problems to address would be the uneven roads and the drainage system. When asked about bystanders at night, whether if they exist or not, Ms. Marcel says it is impossible for there to be bystanders at night because their barangay police officials do their nightly rounds in every village thus lessening and/or eliminating the bystanders. Ms. Marcel denies the reports about illegal drug use in the subdivision as it is – according to her – impossible because of the tight security system within the subdivision. According to her, she has never even seen anyone roam late at night because of the successful system they execute. She says that at about 12 midnight, the barangay’s police officials do their nightly rounds in every village making sure that there are no bystanders that could cause problems. When asked if they suspect any of what these boys are doing, some residents are completely clueless; some obviously witnessed once or twice but kept mum, while Mang Ben admitted to seeing these boys in action.
